Heather Street Land planning project

The Heather Lands are 8.5 hectares (21-acres) in size located between West 33rd Ave and West 37th Ave at Heather St.

In September 2024, the Musqueam, Squamish, and Tsleil-Waututh Nations, the City, and the Province of BC, announced a new housing initiative on the Heather Lands, aimed at building approximately 2,600 homes. These would be 99-year strata leaseholds and would be below-market for middle-income earners.

Updated Rezoning Application to support Attainable Housing Initiative (AHI) - September 2025

In September 2025, an updated rezoning application was submitted to the City. This proposal builds on, and if approved, would replace the previous rezoning application approved by Council in May 24, 2022. 

The 2025 rezoning application retains the parcels, street network, and parks from the 2022 rezoning. Key changes from the previous version include: 

  • Additional building heights and floor area to support the Attainable Housing Initiative (AHI)
  • Podium heights have been reduced and with more simplified forms
  • Expanded the childcare centre from 74 to 125 spaces
  • A smaller Cultural Centre space with flexibility to support a variety of activities.
