Non-market legacy permit rate for current permit holders

You are eligible for the non-market legacy permit rate if you meet all the following criteria:

• Purchased a West End parking permit before September 1, 2017
• Continue to live in the West End permit zone
• Did not let your permit expire for more than 90 days
• Did not return your permit more than 90 days ago

Note If you get an additional vehicle, a permit will cost the market rate.

If you are eligible, you must apply within 90 days after May 31 of any year to receive the non-market legacy rate.

Note If for any reason you let your non-market legacy rate permit lapse for more than 90 days, the market rate will apply. There are no exceptions.

  Apply for the non-market legacy permit rate

  To apply for the non-market legacy rate, have your:

  • Current 7-digit permit number
  • Credit card ready

  You can find the 7-digit permit number:

  • Below your licence plate, OR
  • On the permit receipt

  If you are having trouble applying online, check:

  • Previous permit number (entered correctly, not expired more than 90 days)
  • Address (have you moved?)
  • Registration number (do you have a new car?)
  • Licence plate (did you change your plates?)

  Note If  2 or more of these application items have changed, you will have to apply in person with the updated ICBC documents.

  Permits are non-transferable and any changes to address, vehicle or license plate must be kept up to date throughout the year.

  Changing your vehicle or licence plate if eligible for a non-market legacy permit rate

  If you replace your vehicle or your licence plate, changing your vehicle or licence plate will not affect your eligibility for the non-market legacy permit rate as long as the permit has not lapsed for more than 90 days.

  Moving addresses if you have the non-market legacy permit rate

  If you move from 1 address to another within the newly established permit zones, you are still eligible for the non-market legacy permit rate—as long as your permit hasn’t been expired for more than 90 days.

  You are enrolled in an eligible income assistance program

  ​You must be registered in or receive assistance from 1 of these low-income assistance programs.

  Bring 1 of the required documents with you when you apply.

  You have a low income and don't get income assistance

  If you do not receive income assistance, you may still qualify if your combined net family income is less than or equal to the these income amounts in the table.

  Referencing Statistics Canada, families are made up of:

  • Individuals
  • Couples (married or common-law) living in the same dwelling with or without children
  • Single parents living with 1 or more children

  Related or unrelated adults living together who are not a couple would be considered members of separate families (examples: roommates, adult siblings, grandparents living with adult children).

  The non-market exempt rate is not available to people or families with a combined "interest and other investment income" over $1,000 (see Line 121 of your proof of income statement).

  Bring your income assessment statement with you when you apply. To request a copy, log in to Canada Revenue Agency My Account or phone Canada Revenue Agency at 1-800-267-6999.

  You have a child with a disability up to 17 years old

  If you receive the Child Disability Benefit from the Government of Canada, you may qualify for the non-market exempt rate.

  Bring your Canada Child Benefit statement when you apply. To request this, log-in to Canada Revenue Agency My Account or phone Canada Revenue Agency at 1-800-387-1193. 

Non-market legacy rate for long-term residents who have never applied at the non-market rate

In March 2019, Council approved changes to the by-law which allows long-term residents of the West End who never applied for a legacy permit before September 1, 2017, to apply for a non-market legacy rate permit.

You may be eligible for the non-market legacy permit rate if you meet all the following criteria:

• Have continuously lived in the West End since before September 1, 2017 (with no gaps)
• Continue to live in the West End permit zone
• Have never purchased a West End permit at the non-market legacy rate

Note  If you purchase another vehicle at a later date, a permit will cost the market rate.

  How to apply for the non-market permit rate if you have never applied for it

  Apply in person with required documents

  If you match all the above criteria, bring the required documents with you to apply for a permit at the non-market legacy rate at:

  You'll also need to meet the requirements to get a parking permit.

  We will require a series of non-personal mail [for example: a phone, cable, hydro bill, or credit card statement (letters from a friend or family member are not accepted)] that show your name and address in the West End on: 

  • One bill between June 1, 2017 and August 31, 2017
  • One bill for each of 2018, 2019, 2020, 2021, 2022, 2023, and 2024
  • One bill from April 2025

  West End Parking Counter last day of operation March 24

  The West End Parking Counter will permanently close after this date.
